KinComply grew out of KinTech’s own workforce work: a TANF employment program delivered under a state contract, a partnership with a workforce training partner, and the career and technical education pathways our team works in every day. Placing people into jobs turned out to be only half of what a funded program is accountable for. The other half is proving it: who was referred, what happened next, whether the employment was real and lasted, and what evidence supports every number a funder receives.

Leadership & operations
Shanell Guardo
Founder & CEOShanell Guardo is the founder and CEO of KinTech, the company behind KinTrades and KinComply. She spent months in field research with trades workers, employers, and the programs that refer to them before building KinTrades; KinComply came from the reporting half of that work. She is a U.S. Air Force veteran of the Medical Service Corps and has served as a GS-15 Program Manager on large-scale federal technology modernization programs. Shanell holds a Master of Engineering in Systems Engineering from the University of Virginia, an MBA, and a PMP, and serves as a Principal Product Management Engineer in the technology industry while leading KinTech.
Edward Guardo
Co-Founder & Director, Employer Network DevelopmentEd Guardo is Co-Founder of KinTech and Director of Employer Network Development, leading employer recruiting and placement verification — the employer side of every outcome KinComply confirms. He spent 13+ years in engineering, construction, and heavy equipment operations and more than 21 years in the U.S. Army, where he served as a construction supervisor, a commissioned Military Police officer, and Assistant Professor of Military Science at Gonzaga University. Today he works in career and technical education as a Lead JROTC Instructor, guiding high school students into post-graduation pathways — the day-to-day view that shapes how KinComply follows education-to-employment outcomes. He holds an M.S. in Business and Security Management and a post-master’s teaching certification from the University of Virginia.
Constance Garcia
Program Manager, Community PartnershipsConstance leads program management across KinTech’s community partnerships — the workforce programs, training providers, and public agencies that refer participants. She supports TANF-funded employment programs day to day: onboarding the agencies and providers that refer participants, tracking each referral through to hire and retention, and owning the outcome reporting those programs are held to. Constance holds an MBA in Healthcare Administration, the CPHM certification, and CompTIA Security+, with a background in federal contracting and government program management in compliance-driven environments.

Alex Morales
Architecture & Technical AdvisorAlex leads platform architecture and technical advisory across KinTech — cloud infrastructure and identity design, security automation, and the safeguards that keep participant and employer data protected end to end. A Principal Software Engineer specializing in agentic systems and applied AI, he retired from Microsoft after 20+ years in engineering, Azure FastTrack, and enterprise architecture, where he led an Americas-wide application development team.
Bessie Mullins
Social Media & Content ManagerBessie leads social media and content across KinTech’s platforms — the posts, campaigns, and interview and video work that put KinTrades, KinComply, and the trades in front of the people who need them. She came to KinTech through its cybersecurity engineering internship and holds the CCT, CompTIA Security+, Network+, CC, and Microsoft SC-900 credentials. She is a military spouse, recognized by Women in Cloud for her contributions to cybersecurity.
